Staff involved in these Regulated Activities are not required by law to report even witnessed abuse of a child. In this regard England, Wales and Scotland lag the rest of the world on MR legislation. DC model requires the reporting of mental and physical (incl sexual) abuse and neglect. MR in DC is over a far greater range of ‘Regulated Activities.’ Labour's NC 17 amendment to the Serious Crimes Bill was a decaffeinated version that would deliver additional 'practice' complication - the very thing that isn't wanted and which he spoke against in the Panorama recording.

No wish to expend time on this interview. It is another example of why little progress is made with child protection. The interviewers and the contributors seem to have forgotten the 2012 abuses by Vahey at Southbank International School for which the SCR was published only yesterday 20/01/16. It's not all in the past.

The statement suggests the largest child protection advocacy in Britain is not going to participate in the consultation on biggest issue to arise in child protection for many years.
