He spoke about thresholds and thereby managed to sidestep any response on #MR and CTI let him. A pulled punch, and he ignored empirical evidence which reveals #MR in #RA's of known and suspected abuse is a vital component of a functioning child protection system.

IICSA 13/3/18 Bishop Mark Sowerby suggests MR already exists in the church. Deputy lead Bishop for Safeguarding and he seems not to know the basics. 13.03.2018

Dr Bursell wants mandatory reporting.  Perhaps the CofE, which has 'U' turned on the introduction of MR.

Government rejection of MR has nothing to do with child protection as you will hear. We posted an article in March 2015 : 'Successive Govts Flee Mandatory Reporting on the Mistaken Grounds of Cost,' which set out the absurd reasoning for the Government's refusal to introduce well designed MR for Regulated Activities.

Roles of COPCA and CSAS had only an advisory role. Shearer and Child recommend legislation but the structure of the proposal needs very significant clarification whereupon we will be able to comment.

So few people appreciate how undemanding the child protection framework is for these critically important Regulated Activities. Mr Kelly informs the inquiry that Ampleforth endorses the introduction of #MR. Furthermore he says that Ampleforth meets current safeguarding standards. Good, but national minimum standards present a low hurdle.

IICSA 15/12/17 - Catholic Investigation - William Chapman Closing statement for abusee Core Participants. Among other recommendations #MR is included 15.12.2017

Mr Chapman suggests EBC is incapable of self-governance. Recommends - failure to report offence without exception for confession, failure to protect offence, extension of 'position of trust' which currently exists under the sexual offences Act 2005 - new body to enforce child protection. Additionally wants review of powers and operation of the Charity Commission.

Compelling and well reasoned argument. #MR had a sense of déjà vu in many places, but empirical evidence supports his calls. The publication of the Royal Commission report last night will also assist IICSA reach a conclusion on how the culture must be changed in these settings.
