You might ask why this error is still made and by those defined as 'professionals.' Even today after all the coverage Mandatory Reporting has received, this uncorrected error was broadcast on @bbcr4today. Let's hope the programme corrects it. Remember Panorama with Sir Keir Starmer - could the non-existence Mandatory Reporting law have been any clearer?

The concealment of abuse by the administration of an institution (i) hangs a 'paedophiles welcome' sign on its gates and (ii) provides a weapon for paedophiles remaining within the institution, to hold to the head of the management should they ever be discovered.
