God wants Daniel (and his people) to understand that times are coming that look bleak but that there is an end in sight. Even if the details are not always understood, the truth remains that there is an appointed time for God's victory and God's plan has never stopped being God's plan.

The book of Daniel opens with God's judgment on Judah. Jerusalem is captured, the temple is disassembled and taken along with the best of the best of the land and the people. Sometimes the innocent are part of God's judgment. Daniel would be one of them.
