Back in 1998, PEER was on the bandwagon to prevent helicopters from flying into Rocky Mountain national Park to repair trails because of the noise pollution. The conflict was the only other alternative was to use horseback. Helicopters were going to take about 10 days to repair the trails, versus horseback would take about 13 to 20 years.
