in Genesis 9, God tells Noah and his sons to be fruitful and multiply. Fill the earth. God then covenants with Noah to never destroy living things on the earth with water again. A sign to accompany this covenantal promise is a rainbow. Why send a sign and not just tell? God's covenants are like the protective covering of a treasure chest. They protect what's inside.
