South Africa's power supply crisis poses the biggest obstacle to growth. That's according to the International Monetary Fund (IMF). It says there is a need for higher tariffs. The IMF singled out delays in easing electricity shortages, and policy and regulatory uncertainties as chief constraints to economic growth.
