In 1994, the first complaint was lodged against a dog kennel in Mt. Sterling, Ohio on suspicion of abuse and neglect. In 1996, another one was filed, then another in 1997, and the final one in 1998. In 2015, in rural Austin, Texas, Kristen Lindsey aimed and shot an arrow through her neighbors' pet cat, Tiger - killing him.
