All I saw at the Department of Education presentation yesterday at the Nevada Legislature, and the action plan was to continue the same behavior.  They have not implemented any changes that would allow Black Americans to participate in the oversight process, and, of course, the color only denotes race.  The technical term is African Americans of Slave decent.
