#wato 9/8/18 - John O'Brian of IICSA suggests that separation of Governance at Benedictine schools will deliver material improvement to safeguarding. It won't, but #MR law will 10.08.2018 4:08
IICSA's suggestion is disconnected from reality. It's either suffering a form of gaze aversion or has a tangible non-appreciation of the culture that pervades these settings. A point made by Mandate Now to the inquiry's head of research earlier this year, but to no avail. Nonetheless, it is good to finally have someone appear on the media who is speaking for the inquiry in an official capacity.
#wato 9/8/18 - James O'Brien a former pupil of Ampleforth, talks of the unique power of teachers who are monks, and the normalisation of abusive behaviour. He suggest Mandatory Reporting is one way of unlocking breakdowns in communication. 09.08.2018 4:48
#MR is essential as empirical data shows. Without #MR there is no accountability. But it delivers so much more that assists good staff and safeguards pupils. A separation in governance will not stop the temptation to not report.
#r4today preview of IICSA's report into Ampleforth and Downside to be published today. One girl, who left in 2010, was given marks out of ten for performing oral sex on the teacher 09.08.2018 3:08
Why has it taken so long for abuse to surface? asks John Humphrys. Because there is no mandatory reporting law in Regulated Activities, unlike 86% of Europe.
#r4today 9/8/18 - Richard Scorer on today's IICSA report into safeguarding failures at Ampleforth and Downside and the essential need for the introduction of Mandatory Reporting 09.08.2018 5:09
There can be no assured improvement to safeguarding culture in these settings without the introduction of mandatory reporting.
IICSA 23/7/18 Richard Scorer opening statement for #CP Abusees #AnglicanHearing into Peter Ball. 23.07.2018 14:16
Scorer states the Church is the perfect cover for abuse and that Bishops were ideal accomplices to Ball's abusive behaviour. No Mandatory Reporting meant letters (of evidence) were concealed. Scorer expressed concern at the way HRH Prince Charles has submitted 'evidence' to IICSA. He also criticised the Prince for not being aware of the significance of Ball's police 'caution' for abuse which was...
bbc r4today 14/7/18 - A report published today by the CPS Inspectorate on the widespread shortcomings in disclosure in the CJS 14.07.2018 1:00
Unfortunately failure of disclosure is not limited to the police and the CPS. More soon.
bbcr4Sunday 8/7/18 : A misunderstanding of law. There is no statutory requirement to report known or suspected abuse of either a child or an adult 08.07.2018 0:17
It is a common misunderstanding and the very reason why the introduction of MR is essential . We lag the RoW
bbcr4 Sunday 24/6/18. CofE 2007/9 Past Case Review and Singleton's Report on it - David Greenwood and Bishop Hancock interviewed 24.06.2018 9:24
The CofE was bounced into releasing Sir Roger Singleton's benign report into the disgraceful PCR in advance of Synod thanks to this BBC News story https://www.bbc.co.uk/news/uk-44576201 . The question arises, will Synod members who have concerns about the PCR and/or Singleton's opinions of this CofE safeguarding failure, say anything publicly during Synod? Understandably the PCR does not feature i...
#r4today 22/6/18 Sir Roger Singleton on the @churchofengland 2010 'review' of clerical abuse. 40k files were reduced to 13 cases of #CSA from all 42 dioceses. 22.06.2018 6:16
Sir Roger is seen as a 'safe pair of hands' by CofE. He claims that survivors are now listened to by the church, yet the headline in this BBC News report https://bbc.in/2Ig4EUV demonstrates they're not. As for his response to mandatory reporting and safeguarding in the church today (i) here is our review of CofE safeguarding which is dysfunctional http://bit.ly/2FooYlu . The review featured signif...
Abuse in Sport debate 1/5/18 (Part 2). Dr Allin-Khan shadow sports minister stressed the need for #MR but in reply the Sports Minister Rt Hon Tracey Crouch remained #MR silent 02.05.2018 30:02
Ms Crouch gushed undeserved compliments about the NSPCC CPSU operation which so spectacularly erred over the FA safeguarding policy as you can read here http://bit.ly/2JFUtKc in this December 2016 post that coincided with the HoL debate - Abuse in Football. Our review was repeatedly referred to during the debate. As our post revealed, the NSPCC CPSU endorsed the FA child protection that was legall...
Abuse in Sport debate 1/5/18 secured by Bambos Charalambous MP (Part 1). Functioning safeguarding in #RA's has a vital missing component - #MR 01.05.2018 28:35
But in this first part of the debate there is no mention of MR, the culture change law which is so desperately needed in Regulated Activities. Home nations (excl NI) are among the 18% of developed nations that do not place a statutory duty on adults working with children in Regulated Activities to report known or suspected abuse https://goo.gl/h6YJbd . We are in the backwoods of child protection...
Extract from opening statement of Richard Scorer during @inquiryCSA investigation into @c_of_e in which he quotes from a Mandate Now review of current CofE child protection policy 28.04.2018 2:03
The Mandate Now review of CofE safeguarding policy is available here : http://bit.ly/2FooYlu
BBC Radio Manc 12/4/18 @jalilancs provides an excellent summary of #Rochdale abuse. IICSA report released at noon | @inquiryCSA 12.04.2018 4:24
One fears a stream of newspeak 'closure' drivel today. There's no such thing, one learns to cope.
.@bbcr4sunday : #IICSA @c_of-e hearing. Phil Johnson with Bishops Wilson + Sowerby, who mistakenly believes @c_of_e has #MR but resists statutory #MR being introduced. Why? 25.03.2018 15:38
Mark Sowerby's almost total non appreciation of the Church's current safeguarding position on reporting abuse reveals the desire to cling to the wreckage of the status quo. Until the culture changer of statutory #MR is introduced to all Regulated Activities including the Church, it will retains its well earned status as a 'basket case' - a term used by Mark Warner to describe safeguarding in the...
BBC Sussex - Callum May on @c_of_e investigation by IICSA. The one club response to child protection failure in the church is 'training.' It cannot work in isolation 24.03.2018 5:39
#MR is a (i) compulsion to report that (ii) provides legal immunity to the reporter and a (iii) sanction for failing to report. Protection for the reporter is vital. See more here, and draft legislation : https://goo.gl/pEbq9L Child protection in the church and other Regulated Activities is not 'all different now.' Produce the evidence.
IICSA 23/3/18 David Greenwood's closing statement to @inquiryCSA on behalf of MACSAS and Core Participant abusees in the #Anglicanhearing 23.03.2018 27:35
His recommendations included the introduction of Mandatory Reporting. #MR provides (i) requirement to report, and most importantly (ii) legal immunity for the reporter (iii) sanction for failing to report. All those ingredients are needed by the Church of England and other Regulated Activities.
IICSA 23/3/18 Richard Scorer's closing statement to @inquiryCSA on behalf multiple Core Participant abusees in the #AnglicanHearing 23.03.2018 20:49
In brief he sought three changes: 1/ #MandatoryReporting 2/ independent handling of complaints 3/ independent oversight of safeguarding in @c of e
IICSA 21/3/18 Peter Hancock Lead Bishop of Safeguarding @c_of_e. It is hard to believe this could be considered a credible reply to a question about #MR from @richard_scorer 21.03.2018 2:10
The question was about the church. am RA, having #MR. But Hancock wanders. The Church has nothing like #MR - it has discretionary reporting and a possible disciplinary measure could be applied if it is discovered someone failed to report, usually years later. They have the same in teaching, healthcare and other professions. The Bishop's reply is risible and indicates subject illiteracy.
IICSA 20/3/18 - Prof Sir Malcolm Evans asks Mr Tilby, National Safeguarding Adviser @c_of_e about #MR. It's hard to imagine a more muddled reply. It suggests he doesn't understand it @inquirycsa 21.03.2018 1:31
Few understand #MR. Most think the two words tell them everything they need to know. There's the mistake - and it showed.
IICSA 20/3/18 - Tilby on #MR : "training to recognise abuse increases reporting" except unsurprisingly, he cannot provide empirical evidence to support his opinion. "#MR when you have identified abuse is right." | Just bewildering! 21.03.2018 3:23
There is no speculation about the increase in reports following the intro of #MR. Empirical evidence is available that demonstrates it and places >double the number of children into safety. Tilby resorts to sky-fall response beloved of government, social workers and National Police Chiefs Council (the receiving agencies) to reject #MR. But he failed to mention #MR already exists in Northern Ire...
IICSA 20/3/18 - Ivor Frank questions Graham Tilby, National Safeguarding Adviser @c_of_e, on the use of 'circumlocutious and flaccid language' in CofE safeguarding 'guidance.' 21.03.2018 4:54
The single inconsistency drawn to the attention of Mr Tilby by Mr Frank is just one of dozens available to him ( see page 75 of our review of CofE safeguarding https://goo.gl/b92Fp3 ). The document is peppered with with them which results in a dysfunctional and valueless document. .
.@inquiryCSA 15/3/18 - Colin Perkins DSA of @chichesterdio on denial and 'gaze aversion' to child abuse. Yet he declined to explain his ambivalence towards #MandatoryReporting at the #anglicanhearing 17.03.2018 1:21
Mr Perkins sets out just one of the reasons why many assert the introduction of #MR is a vital component of a functioning safeguarding framework. Here is data on the very topic of denial and gaze aversion, and the positive effect MR has in Regulated Activities > https://goo.gl/ZySkZy
