Public school is failing a lot of smart kids for no good reason other than to create a standard student. Fixing it is easy, it's the work that makes people hesitate. The longitudinal effect of institutionalization happens over time. It's effect can be measured and appreciated by an individual onky after time has past. It's why some kids have to learn the hard way, through experience. It's why lectures are weak, but experiential learning (hands-on) is rarely forgotten. Why actions are louder than words.
