God continues to work out His gracious purposes for His people even in the midst of the damage they have chosen. We see this through 1 Samuel 9-11 as Saul becomes king - although Israel is in a terrible state and they are walking down a road that leads to slavery, God remains the extravagantly gracious God who offers hope and redemption.
